# MONTANA ## ON THE BOOKS ### Butte Justice Court ■ Viola L. Norris, 39, of Dillon, made an initial appearance Friday for possession of dangerous drugs and possession of drug paraphernalia. Norris is accused of having methamphetamine, syringes, spoons and lighters on Aug. 5. She posted $5,500 and was released. ■ Ernest A. Brown, 39, of Bozeman, made an initial appearance Friday for possession of dangerous drugs. Brown is accused of having methamphetamine at the intersection of Wyoming and Third streets at 11:43 p.m. Thursday. He posted $5,000 bond and was released. ■ Milton L. Montgomery, 57, of 522 N. Wyoming, made an initial appearance Friday for aggravated burglary, criminal mischief, and resisting arrest for incident at 6:20 p.m. Thursday on the 500 block of Wyoming. Bail was set at $10,000 cash. River Network, a Portland, Ore., group that works to preserve rivers around the country, is working with Trout Unlimited, fly shops and anglers in the area to raise the money. "We've seen a lot of good fishing stretches closed to the public, and we don't want to see that happen here," said Hugh Zackheim, northern Rockies director of River Network. He said the deal calls for his group to buy 800 acres of riverfront land from the Anceney Ranch. Conservation buyers are purchasing the ranch's uplands. An option set for Aug. 1 calls for an initial payment of $200,000 within 30 days. River Network then has two years to raise the rest of the money. Trout Unlimited is helping with publicity and fund-raising. John Wilson, conservation director for Montana TU, said about two-thirds of the $200,000 has been raised so far. "There's a whole bunch of people who have rallied to the cause," he said. The site is 30 miles northwest of West Yellowstone and 40 miles south of Ennis. It earned its name because for at least 41 years landowners have charged anglers $3 to park there. They tuck the money into a big steel safe that has been rusting away on the parking lot for years. Payments are on the honor system, according to Jess Armitage, one of two partners who own the property, which is part of the Anceney Ranch. The previous owner, Frank Shaw, used to spend time at the bridge every day with a dog and a rifle in his pickup, making sure nobody parked there without paying. "He sat there all day," recalled Armitage, 80, a real estate agent in Ennis. "But he never did shoot anybody." The $3 fee also lets anglers use trails across private land that lead to fishing spots. Armitage said he and his partner, Donna Bausch, want to sell the property but they don't want to see it subdivided. "We've got 50,000 acres subdivided over here (in Madison County), and I don't want to see many more," Armitage said. Without action, the land probably will be sold and subdivided, with access cut off, said Nick Nicklas, a guide for Blue Ribbon Flies in West Yellowstone. "Every guide in my shop has donated," Nicklas said last week as he paid his $3 and escorted three clients to the river. "In 10 years, if nothing's done, there could be houses along both sides of the river." Just north of the site, which includes two miles of riverbank on one side and another mile on the other side, vacation homes have been sprouting for years. --- # County offers lots for development By Vera Haffly *of The Montana Standard* ANACONDA — Anaconda-Deer Lodge County commissioners will hear proposals for development of three lots in the East Yurds Subdivision — on the east end of Fourth Street — at Tuesday night's commission meeting. Calling the land near Benny Goodman Park prime real estate, county attorney Mike Grayson said the county-owned lots offer good potential for light industrial or commercial development. "This is property we want to see put back on the tax rolls," Grayson said. "We want to see development and jobs." The land was deeded to Anaconda by Arco in 1994, according to Chief Executive Pete Boyce. Boyce said a time lapse since a bid for the property was awarded several years ago made the land available again. "The commissioners decided to re-bid the property," Boyce said. Grayson said that plan with Tischler Manufacturing, an out-of-state firm, failed because it didn't complete mandatory paperwork within the time frame required by the county. In July 1998, John Sedmnik's Tischler Manufacturing agreed to pay about $16,000 for three lots. He had pitched a three-tiered project: an office furniture manufacturing plant; a laminating plant, and a factory that makes products from recycled tires and plastic goods. Officials from Tischler Manufacturing were notified several months ago of the opportunity to comply with county requirements, but didn't respond satisfactorily, so the county rescinded the offer. Two other lots in the subdivision are already set for development, Grayson said. Lot 1, purchased by Tony and Carol Puccinelli, will be the site of commercial storage units. Next year, the Assembly of God Church is scheduled to build on Lot 4. Grayson said the commission would consider all proposals based on the overall benefit to the county. "It's not necessarily who is going to pay the highest bid price," he said. Other considerations include potential employment generated by the proposal. Lot 2 is 3.102 acres, with a minimum price of $7,800. Lot 3 is 3.81 acres, minimum price $9,580. Lot 5 measures 3.87 acres, with a minimum price of $9,730. The parcels will be sold as-is, according to the county's land disposition plan, and are subject to Superfund regulations. Some regulations may require additional cleanup. The potential developer will be responsible for providing utilities to the site, and projects must be completed in a limited amount of time, as required by the commission. Deadline for proposals is 3 p.m. Tuesday. Those proposals will be opened at the commission meeting at 7 p.m. that evening. Parcels will be awarded at the Sept. 4 commission meeting. --- ## OBITUARY ### Neal Mahoney, 78 Neal J. Mahoney died Sunday in a local hospital. He was born in Butte on May 4, 1923, the son of Daniel J. and Johanna T. Mahoney. He received his education in local schools and attended Butte Business College. Neal served in the Army during World War II and was stationed in Naples, Italy. Following his discharge, Neal returned to Butte and worked for 42 years at Hennessey's Department Store, as a clerk and later as department manager. He is survived by his wife, Lorraine Mahoney; brothers and sisters-in-law, Dan and Florence Mahoney, Bill and Jean Mahoney, Ray and Geri Mahoney; Bill and Louise Mahoney; Dennis and Mary Lou Mahoney and James Mahoney; sisters, Anne Wilson, Catherine Junker and Pat Stenslen; numerous nieces and nephews. Cremation has taken place. Funeral services will be conducted at 9:30 a.m. Tuesday in the chapel of Duggan Dolan Chapel. Interment will be in Holy Cross Cemetery.
